Abstract:Objective：In the context of building a Global Community of Health for All and advancing Universal Health Coverage（UHC），this paper aims to explore effective models and implementation pathways for cardiovascular disease prevention and treatment cooperation under the Belt and Road Initiative framework. Methods：A combination of theoretical construction and case study methods was employed，proposing a UHC-Oriented “Three-Tiered，Five-Dimensional” implementation pathway. And conduct empirical analysis through cases of China-Cambodia cooperation. Results：Through the “Three-Tiered，Five-Dimensional” implementation pathway and institutionalized strategic partnership agreements，the accessibility of cardiovascular disease diagnosis and treatment and localized service capacity in the partner country have been effectively enhanced，with a sustainable cooperation ecosystem preliminarily formed. Conclusion：Guided by the UHC philosophy，the “Three-Tiered，Five-Dimensional” pathway promotes the transition of Belt and Road cardiovascular health cooperation from short-term output to long-term systemic empowerment. This empirical case provides a replicable practical paradigm and theoretical reference for participating in health governance in countries along the Belt and Road Initiative.
