High-Level Hospital Hospital Management Reform Strategic Integration Management

目的：探索公立医院将外部重大战略任务有效转化为内部发展动能的路径。方法：采用纵向单案例研究法，以江苏省某儿童医院为对象，系统分析其在2023-2025年建设周期中，将“高水平医院”这一重大建设任务嵌入医院日常运营体系的过程及建设成效。结果：通过目标、资源、绩效、文化四维融合的战略融合管理机制，医院在疑难重症解决能力、学科品牌建设、科研创新、人才引育、运营效能、区域辐射等六大方面取得显著成效，54项评估指标中51项达标（94.44%）。结论：战略融合管理能够有效破解战略与运营“两张皮”难题，实现从任务驱动到机制融合的转变，是推动公立医院高质量发展的有效路径。
Objective：To explore the pathway for public hospitals to transform external major strategic tasks into internal development momentum. Methods：A longitudinal single-case study was conducted on a certain high-level children’s hospital in Jiangsu Province，analyzing its process and results of embedding the major construction task into daily operations during the 2023-2025 period. Results：Through a strategic integration management mechanism featuring four-dimensional integration of goals，resources，performance，and culture. The hospital has achieved remarkable results in six major areas：the ability to solve complex and critical illnesses，the construction of disciplinary brands，scientific research and innovation，talent attraction and cultivation，operational efficiency，and regional influence，with 51 of 54 evaluation indicators met（94.44%）. Conclusion：Strategic integration management effectively resolves the strategy-operation disconnect and achieves a transformation from task-driven to mechanism-integrated approaches，serving as an effective pathway for promoting high-quality development in public hospitals.
