Abstract:In the context of major COVID 19 epidemic，in order to improve the national public health emergency management system，this study summarizes and forms the “two-end three-point” theoretical model of medical supplies supply chain from the perspective of overall supply chain management. Based on this model，the reasons for emergency medical supplies shortage in the outbreak and corresponding policy Suggestions are obtained. The capacity of the material supply side is insufficient. We should fully activate and expand the capacity to promote the production of emergency materials. The situation of material demand side is out of balance，so the effective communication of demand information should be ensured. If the function of dispatching command point is absent，it should be planned scientifically，allocated reasonably and managed centrally. The operation of material distribution points is disordered，so it is necessary to strengthen supervision and guarantee the distribution of emergency materials to ensure the orderly distribution of emergency materials. The buffer failure of material storage point should attach importance to strategic reserve and raise the management consciousness. The overall coordination of the supply chain is poor，so the government and society should be promoted to jointly fight against the epidemic.
