目的:研究分级诊疗背景下全省城乡卫生人才竞争力及其影响因素。方法:采用自行设计的调查问卷,选取苏南、苏中及苏北地区卫生行政部门、医疗机构、公共卫生机构及乡镇卫生院行政管理人员、卫生技术人员进行问卷调查,采用因子分析法分析城乡卫生人才竞争力的影响因素。结果:本次共收集有效样本3 157例,开展新技术能力、科研能力、教学能力、解决疑难问题能力、职称、学历及业务能力是城乡卫生人才竞争力的主要影响因素。结论:应从政府宏观层面、机构中观层面、个人微观层面充分实现城乡卫生人才功能互补、建立城乡人才帮扶和一体化管理的联动机制,要求城乡之间、区域之间要扬长避短、优势互补、形成合力、实现共赢。
Objective:To study the competitiveness of urban and rural health talents and its influencing factors under the background of hierarchical diagnosis. Methods:The self-designed questionnaire was used to investigate the health administrative departments,medical institutions,public health institutions,and administrative personnel and health technicians of township hospitals in southern,central and northern Jiangsu. Factor analysis was used to analyze the influencing factors of the competitiveness of urban and rural health talents. Results:A total of 3,157 valid samples were collected in this study. Ability to develop new technologies,scientific research ability,teaching ability,problem solving ability,professional title,education background and business ability were main factors for the competitiveness of urban and rural health talents. Conclusions:The function complementarity of urban and rural health talents should be fully realized from the macro level of government,the medium level of institutions and the micro level of individuals. Establish the linkage mechanism of urban and rural talent assistance and integrated management. Urban and rural areas and regions are required to develop strengths and avoid weaknesses,complement each other’s strengths,form synergy,and achieve a win-win situation.
