公立医院作为政府所属的事业单位，面对以药补医机制逐步破除，卫生服务补偿机制失衡的现实情况，一方面要研究公立医院公益性的体现与社会资本参与的可行性；另一方面要探索社会资本参与公立医院改革的可行方式，为公立医院改革提供政策和理论准备。
As the public insititution of government， due to abolishing the “druges to support medical services” and unbalanced support on compensation mechanism of the medical services，it is necessary to research the feasibility of realization of commonweal of public hospital and the private investor；and to research the feasible ways of the paticipation in public hospital reform with private investor，in order to provide the support of policy and theory for public hospital reform.
