    目的:本文从三级公立医院绩效考核角度出发,总结新疆三级公立医院临床科室绩效评估的经验做法,分析存在的问题和薄弱环节,为医院高质量发展提供意见和建议。方法:通过专家访谈、问卷调查和案例分析等方法,了解三级公立医院临床科室绩效评估现状及指标构建。结果:随着三级公立医院绩效考核的出台,基本对应建立了符合现阶段医院发展现状的临床科室绩效评估指标。但在医院绩效指标设置、评估系统信息化建设和绩效评估管理意识等方面有待改进。结论:通过规范构建以平衡记分卡为维度框架,涵盖医疗质量、运营效率、持续发展和患者满意度的临床科室绩效评估指标体系,搭建科学合理系统的信息化平台,提高人员绩效管理理念,提升新疆公立医院临床科室绩效管理水平,不促进医院高质量发展提供一定的参考和借鉴。

    Objective:This article,from the perspective of the performance appraisal of tertiary public hospitals,this paper summarizes the experiences and practices of clinical department performance evaluation in tertiary public hospitals in Xinjiang,analyzes existing problems and weaknesses,and provides suggestions for promoting high-quality hospital development. Methods:Expert interviews,questionnaire surveys,and case analyses were conducted to investigate the current status and indicator framework of clinical department performance evaluation in tertiary public hospitals in Xinjiang. Results:With the implementation of the performance appraisal system for tertiary public hospitals,most tertiary public hospitals in Xinjiang have established clinical department performance evaluation indicators that align with their current developmental needs. However,improvements are still needed in areas such as the setting of performance indicators,the development of information systems for evaluation,and the awareness of performance management. Conclusion:Establishing a standardized performance evaluation indicator system for clinical departments based on the balanced scorecard framework-covering medical quality,operational efficiency,sustainable development,and patient satisfaction-building a scientific,rational,and systematic information platform,and enhancing staff awareness of performance management can serve as a valuable reference for improving the performance management of clinical departments in public hospitals in Xinjiang and promoting high-quality hospital development.
