Abstract:Objective：This article describes the process and practical application of establishing performance assessment indicators for primary-level health institutions by a county-level health administrative department in Suzhou from the perspective of an organizational performance evaluation system，aiming to provide a reference for the establishment of a performance evaluation indicator system for primary-level health institutions. Methods：A performance assessment indicator system for primary-level health institutions was constructed using literature analysis，the Delphi method and statistical methods. Results：A comprehensive and rational performance evaluation indicator system for primary-level health institutions was developed，which includes 4 first-level indicators，10 second-level indicators，and 30 third-level indicators，and has been put into practical application. Conclusions：The use of SPSS27.0 for testing has proven that the performance assessment index system has good reliability and validity. The implementation of the assessment system has led to a significant improvement in results，making it suitable as a tool for health administrative departments to evaluate the performance of primary-level health institutions.
