Primary-level Health Institutions Performance Assessment System Establishment Application

目的:从组织绩效评价体系的角度,阐述了苏州市某县级卫生行政部门建立基层医疗卫生机构绩效考核指标的流程和实际应用,以期为基层医疗卫生机构绩效评价指标体系的建立提供参考。方法:采用文献分析法、德尔菲法和统计学方法构建基层医疗卫生机构绩效考核指标体系。结果:构建了完整、合理的基层医疗卫生机构绩效评价指标体系,其中一级指标4项、二级指标10项、三级指标30项,并投入实际应用。结论:运用SPSS27.0检验证明,绩效考核指标体系具有良好的信度和效度,考核体系实施后效果提升明显,适合作为卫生行政部门评价基层医疗卫生机构绩效的工具。
Objective:This article describes the process and practical application of establishing performance assessment indicators for primary-level health institutions by a county-level health administrative department in Suzhou from the perspective of an organizational performance evaluation system,aiming to provide a reference for the establishment of a performance evaluation indicator system for primary-level health institutions. Methods:A performance assessment indicator system for primary-level health institutions was constructed using literature analysis,the Delphi method and statistical methods. Results:A comprehensive and rational performance evaluation indicator system for primary-level health institutions was developed,which includes 4 first-level indicators,10 second-level indicators,and 30 third-level indicators,and has been put into practical application. Conclusions:The use of SPSS27.0 for testing has proven that the performance assessment index system has good reliability and validity. The implementation of the assessment system has led to a significant improvement in results,making it suitable as a tool for health administrative departments to evaluate the performance of primary-level health institutions.
