中文摘要: 目的：通过评估2010-2020年川渝卫生服务效率，探究优化川渝经济圈的卫生健康发展政策，为两地提供更有价值的决策依据。方法：根据川渝双城经济圈卫生健康事业发展主要指标等，收集2010-2020年川渝的每千人口执业（助理）医师数、床位数、总诊疗人次数以及出院人数等数据。采用动态网络数据包络（DEA）模型分析川渝医疗卫生服务效率情况。结果：四川的平均纯技术效率（BCC）为0.982，重庆为0.990；四川平均规模效率为0.993，重庆平均规模效率为0.975；四川平均技术效率（综合效率）为0.976，重庆平均技术效率（综合效率）为0.967。2010-2020年川渝地区总体病床使用率均呈波动下降态势，川渝地区病床周转次数呈现波动下降态势。结论：应更加重视医疗卫生人才培养与引进，提升医疗卫生服务队伍素质，提高医疗卫生服务效率和质量，高效利用并优化现有的医疗卫生服务资源配置。
Abstract:Objective：By evaluating the efficiency of health services in Sichuan and Chongqing from 2010 to 2020，we will explore and optimize the health development policy of the Sichuan-Chongqing economic circle，and provide more valuable decision-making basis for the two places. Methods：According to the main indicators of health development in the Sichuan-Chongqing two cities Economic Circle，etc.，data such as the number of practicing（assistant）physicians per 1，000 population in Sichuan and Chongqing from 2010 to 2020，the number of beds，the total number of patients diagnosed and discharged，and other data were collected. The dynamic network data envelopment（DEA）model was used to analyze the efficiency of medical and health services in Sichuan and Chongqing. Results：The average pure technical efficiency（BCC）of Sichuan is 0.982，and that of Chongqing is 0.990；the average scale efficiency of Sichuan is 0.993，and that of Chongqing is 0.975；the average technical efficiency（comprehensive efficiency）of Sichuan is 0.976，and that of Chongqing is 0.976. 0.967. From 2010 to 2020，the overall hospital bed utilization rate in Sichuan-Chongqing region showed a fluctuating downward trend，and the number of hospital bed turnover in Sichuan-Chongqing region showed a fluctuating downward trend. Conclusion：We should pay more attention to the training and introduction of medical and health personnel，improve the quality of medical and health service teams，improve the efficiency and quality of medical and health services，and efficiently utilize and optimize the allocation of existing medical and health service resources.
