中文摘要: 目的:探讨某三级甲等综合医院推进国家三级公立医院绩效考核工作的成绩与效果,调整医院发展方向及持续改进实施措施,逐步达成现代化医院建设目标。方法:根据国家公立医院绩效考核管理平台公示的某三甲综合医院2018年-2021年四年的绩效考核结果,结合医院发展方向构建的院内外绩效考核体系,通过整理分析数据,评价绩效考核的成效。结果:国家监测考核指标共计1 000分,评价等级划分为“C~A++”9个;某三级甲等综合医院2018年-2021年考核得分为722.6分~744.8分,评价均为A,全国医院得分排名为135名~222名,CMI排名为168名~269名,科研经费排名129名~235名,四级手术量排名为276名~327名;考核指标含“医疗质量、运营效率、持续发展、满意度评价”四个维度,其中“医疗质量”四年最大分差为51.8分,“持续发展”最大分差为41.8分。结论:通过国家三级公立医院绩效考核结果分析,发现某三级甲等综合医院存在突出问题和薄弱环节,找准定位,紧跟国家政策,推动落实整改,进一步提升医疗质量水平与服务能力,实现公立医院高质量发展。
Abstract:Objective:To discuss the achievements and effects of acertaingrade Atertiarypublic hospital in promoting the performance appraisal of national tertiary public hospitals,adjust the direction of hospital development and implement measures for continuous improvement,and gradually achieve the goal of modern hospital construction. Methods:According to the four year performance appraisal results of a certain grade A tertiary general hospital from 2018 to 2021 publicized on the national public performance appraisal management platform,combined with the development direction of the hospital,the hospital's internal and external performance appraisal system was built,and the effectiveness of the performance appraisal was evaluated by sorting out and analyzing the data. Results:The national monitoring and assessment indicators are 1,000 points in total,and the evaluation grade is divided into 9 “C~A++”.In 2018-2021,the assessment score of a certaingrade Atertiarygeneral hospital was 722.6~744.8 points,all of which were evaluated as A level. The national hospital ranked 135~222 in scores,168~269 in CMI,129~235 in scientific research funds,and 276~327 in the number of fourth class operations. The assessment index includes four dimensions of “medical quality,operational efficiency,sustainable development and satisfaction evaluation”,among which the maximum difference of “medical quality” in four years is 51.8 points,and the maximum difference of “sustainable development” is 41.8 points. Conclusion:Through the analysis of the performance appraisal results of the national tertiary public hospitals,we found the outstanding problems and weak links in a certaingrade Atertiary general hospital,found the right position,followed the national policies,promoted the implementation of rectification,further improved the level of medical quality and service ability,and achieved high-quality development of public hospitals.
