中文摘要: 目的：探讨公立医院非正常专利申请情况，强化知识产权管理，孵化高质量医学科技创新成果。方法：对江苏某公立医院2021-2022年非正常专利申请的特征进行数据分析。结果：该院大多数非正常专利属于《国家知识产权局关于进一步严格规范专利申请行为的通知》中所列出的第（五）项行为，无实际保护价值。结论：公立医院应变革思维，主动适应知识产权事业高质量发展的新要求，加强专利申请前审核，实行诚信承诺制，鼓励科研人员申请高质量专利，促进优质科技成果转化落地。
Abstract:Objective：To discuss the situation ofabnormal patent application of public hospitals，strengthen the management of intellectual property rights，and incubate high-quality medical scientific and technological innovation achievements. Methods：By analyzing the characteristics of abnormal patent applications，this paper analyzes the data of abnormal patent applications of a certainpublic hospital in Jiangsu from 2021-2022. Results：Most of the abnormal patents of the Academy belong to the behavior listed in Item（5）of the Notice of the State Intellectual Property Office on Further Strictly Regulating Patent Application Behavior，and have no actual protection value. Conclusion：Public hospitals should change their mind and actively adapt to the new requirements of high-quality development of intellectual property rights，strengthen the review before patent application，implement the integrity commitment system，encourage researchers to apply for high-quality patents，and promote the transformation and implementation of high-quality scientific and technological achievements.
