    目的:探索并建立适合公立医院长期发展的绩效考核体系。方法:通过月度关键绩效考核指标,结合权重系数客观评价科室绩效工作量的差异性;季度门急诊诊察、手术、医技等与个人挂钩的补贴分配方案;年度以平衡计分卡模式设计5个维度,13个二级指标,52个三级指标对科室进行“千分考核”评价;形成院级、科室全面的绩效评价体系。结果:建立符合公立医院实际情况的考核体系,提高公立医院科学化、精细化管理水平,使医院经济运行呈良好发展态势。结论:科学合理且导向积极的绩效考核体系有助于提高公立医院运营效率,形成较为完善的经济运行及管理模式,提高医护人员积极性,促进医院良性发展。

    Objective:To explore and establish a performance appraisal system suitable for the long-term development of public hospitals. Methods:The difference of departmental performance workload was objectively evaluated by monthly key performance evaluation indicators combined with weight coefficients. Subsidies and distribution schemes linked to individuals such as quarterly outpatient emergency consultations,surgeries,and medical skills;In the annual balanced scorecard model,5 dimensions,13 secondary indicators and 52tertiaryindicators are designed to evaluate the department “1,000 points assessment”.Form a comprehensive performance evaluation system at the hospital level and section level. Results:An assessment system in line with the actual situation of public hospitals was established,the scientific and refined management level of public hospitals was improved,and the economic operation of the hospital showed a good development. Conclusion:The scientific,standardized and positive-oriented performance appraisal system is conducive to improving the operation efficiency and level of public hospitals,forming a relatively perfect economic operation and management mode,improving the enthusiasm of medical staff,to promote the healthy development of the hospital
