目的：探讨现代医院管理制度下运营管理模式创新在医院建设和发展中的作用。方法：分析我国台湾地区长庚医院幕僚角色及直线幕僚管理体系创新案例，结合大陆地区四川华西医院等公立医院的实践探索，进行比较、归纳和总结。结果：长庚医院幕僚管理体系和华西医院运营管理模式是公立医院现代医院管理制度建设和组织体系创新的成功探索；专业管理人员是医院运营管理模式创新的横向纽带和重要力量。结论：公立医院组织体系创新有利于加强现代医院管理制度建设和提升公立医院专业化、精细化管理水平。

Objective：To explore the important role of operation management mode innovation in hospital construction and development under modern hospital management system. Methods：By reviewing the organization and management structure of hospitals in China，and taking the innovation of the management system of staff in line of Taiwan Chang Gung Hospital as an example. Based on the exploration and practice of Sichuan West China Hospital and other public hospitals in mainland China in recent years，comparison，induction and summary were made. Results：The staff management system and the operation management model of Taiwan Chang Gung Hospital and West China Hospital are the successful exploration of the construction of modern hospital management system and the innovation of organizational system of public hospitals. Professional managers are the horizontal link and the important force of the innovation of hospital operation management mode. Conclusion：The innovation of the organization system of public hospitals is beneficial to the construction of modern hospital management system and the improvement of the specialized and refined management level of public hospitals.
