    目的:探讨院长年薪制的优势和存在的问题,提出改善院长年薪制的建议。方法:通过实地调研和文献分析,总结实施院长年薪制的利弊。结果:院长年薪制有利于吸引管理人才、规范院长职务消费行为、调动院长工作积极性、实现院长职业化管理、推动建立现代医院管理制度。结论:为推进院长年薪制,实现建立现代医院管理制度,需要科学制定院长年薪制考核标准、建立符合医改方向的医院绩效考评体系、坚持激励与约束并重、解决院长的薪资水平和支付方式。

    Objective:To explore the advantages and disadvantages of the annual salary system for presidents,and put forward suggestions to improve the application of the annual salary system for presidents. Methods:Through field investigation and literature analysis,the advantages and disadvantages of annual salary system for presidents were summarized. Result:The annual salary system for president is helpful to attract management talents,standardize the consumption behavior of the president,mobilize the enthusiasm of the president,realize the professional management of the president,and promote the establishment of modern hospital management system. Conclusions:In order to promote the annual salary system of presidents and realize the establishment of modern hospital management system,it is necessary to scientifically formulate the annual salary assessment standardfor presidents,establish a hospital performance evaluation system in line with the direction of medical reform,insist on paying equal attention to both incentives and constraints,and better the salary level and payment mode for presidents. Implementing the annual salary system for presidents is an important content of deepening medical and health reform and an important way to establish a modern hospital management system.
