中文摘要: 目的：分析2017年全省疾控机构在职在编人员经费财政保障状况。方法：面向全省114家疾控机构开展问卷普查，描述性分析人员经费财政保障状况。结果：2017年全省疾控机构人员经费财政保障比例平均为86.6%；省、市、县保障比例分别为56.4%、91.3%、88.8%；苏南、苏中、苏北保障比例96.1%、78.6%、84.8%。结论：全省疾控机构人员经费财政保障不充分、不均衡，人员经费财政保障水平整体不高，部分疾控机构仍然靠向社会提供技术服务弥补缺口。
Abstract:Objective：To analyze the financial security situation of personnel expenditure in-service of centers of disease control and prevention（CDC）in Jiangsu Province in 2017. Method：By a questionnaire survey，we carried out a census of 114 CDCs in the whole province to analyze the financial security situation of the personnel expenditure in a descriptive way. The main evaluation index was the proportion of financial investment relative to the whole personnel expenditure. Results：In 2017，the average financial security proportion of personnel expenditureof various CDCs was 86.6%. The proportion of provincial，municipal and county level was 56.4%，91.3% and 88.8% respectively. The financial security proportion of southern，middle and northern CDCs of Jiangsu province were 96.1%，78.6% and 84.8% respectively. Conclusions：The financial security of the personnel expenditureof vaious CDCs in the whole province was insufficient and unbalanced. Thus， some CDCs have to supply technological service to society to realize normal development.
