中文摘要: 《健康中国2030规划纲要》提出要推进慢性病防、治、康整体融合发展，实现医防结合。但在精神疾病管理机制中，基于精神疾病的专业性和特殊性，基层医疗卫生机构作为精防工作的第一道防线，其专科业务能力不足，实际工作难以胜任，非精神卫生专业的疾控机构也难以在精神卫生工作中起到引领作用。因此，精神专科医院应发挥专业优势，建立领头和导向作用，积极探索建立以专科医院为依托的“防治康一体化”的新型管理模式。
Abstract:According to《Plan of Health China 2030》，it puts forward to promoting integrated development of chronic diseases prevention，treatment and rehabilitation and realizing the combination of medical treatment and prevention. However，mental illnesses are specialized and particular diseases， as the first line of defense of mental disease prevention and control，basic medical and health institutions can’t be competent enough to the work because of their lack of technical ability of psychiatric specialist fields，and non⁃professional in psychiatric specialist fields，so they are also difficult to play a leading role in mental health work. Therefore，the psychiatric hospitals as the authoritative institutions should educe their specialty and explore a new type integrated management mode of mental diseases prevention，treatment and rehabilitation based on the psychiatric specialized hospitals.
