中文摘要: 目的：探讨三级综合医院应急管理体系的建立和实践。方法：按照三级甲等医院的标准建立医院应急管理体系，成立医院应急管理工作委员会；根据科室职能成立不同的工作组，明确各级各类人员职责；进行医院灾害脆弱性分析；制定和完善医院突发事件应急预案；平战结合，加强应急队伍的培训和演练；建立医院后勤保障系统。结果：健全医院应急管理制度，制定医院突发事件应急预案和流程，在6.23龙卷风应急救治过程中获得较好的效果，提升医院应急管理能力。结论：在三级综合医院建立完善的应急管理体系，为医院应对突发事件提供有力的救治保障。
Abstract:Objective:To discuss the establishment and practice of the emergency general system of tertiary general hospital. Measures:According to the standards of tertiary hospital,built the hospital emergency system and set up the committee;set up the working group and specific responsibilities;analyzed the hospital disaster vulnerability;enacted and improved the hospital emergency plan;peace-war combined,strengthened the training and drill of emergency group;set up the hospital logistic support system. Results:Improved the hospital emergency management system,made the emergency plan and process,had the good result in the tornado emergency treatment of June 23rd,improved the capability of hospital emergency management. Conclusion:The establishment of perfect emergency management system could provide strong guarantee to the solution of emergent events in the tertiary general hospital.
