Abstract:Objective：To explore the best solution for the high-quality development of tertiary maternal and child health care hospitals in the context of a continuously declining birth rate. Methods：By using the SWOT analysis method，relevant policies were studied and related documents were reviewed to propose development and transformation strategies for tertiary maternal and child health care hospitals. Results：After analysis，it was found that tertiary maternal and child health care hospitals have strong advantages in obstetrics，gynecology and pediatrics，and the entire industry’s service system is relatively complete with a scientific and rigorous assessment mechanism；however，there are significant differences in development among regions，insufficient support from comprehensive departments，and unstable talent teams. External opportunities include the increasing health demands of the people and the introduction of relevant policies by the state for the development of maternal and child health care institutions. External threats include a significant decline in the birth rate，service competition from similar hospitals，and the impact of medical insurance reforms. Based on the above analysis，four development strategies were proposed. Conclusion：Tertiary maternal and child health care hospitals should fully recognize their own advantages，take advantage of external opportunities，resist threats，break through difficulties，innovate business content，and explore new paths for hospital development.
