器官捐献工作是一项复杂的系统工程，其涉及众多利益相关者，他们的行为及利益诉求直接影响到器官捐献工作的顺利推进。本文基于利益相关者视角，利用四象限图对器官捐献工作涉及利益相关者的实施意愿、实施能力进行量化分析，深入剖析这些利益相关者的角色与诉求。根据得分不同将各利益相关者划分为协作监管、宣传动员、引导教育、政策开发四个区域，根据不同区域提出改进器官捐献工作的对策建议。
Organ donation is a complex system engineering that involves numerous stakeholders，whose behavior and interests directly affect the progress of organ donation. Based on the perspective of stakeholders，this article deeply analyzes the roles and demands of these stakeholders，and quantitatively analyzes them from the dimensions of implementation willingness and implementation ability using a four-quadrant chart. According to different scores，each stakeholder is divided into four regions：collaborative supervision，publicity and mobilization，guidance and education，and policy development. Based on different regions，targeted countermeasures and suggestions are proposed on how to improve organ donation. work.
