中文摘要: 目的:以某三甲儿童医院为研究对象,以契约管理为理论基础,探讨学科综合目标管理责任书的设计与实施效果。方法:构建包含医疗质量与安全、科研、教学、满意度等4个维度的差异化综合目标管理责任书体系,并通过纵向对比分析责任书实施后成效。结果:学科综合目标管理责任书实施后,学科建设取得显著进展,医疗质量与安全呈现结构性优化,科教创新能力及患者满意度均得到改善。结论:差异化管理有效破解了“一刀切”考核弊端,“双轨激励”机制实现激励相容,“月度+年度”双轨考核体系显著提升了过程管理效能。
Abstract:Objective:This study examines the design and implementation effects of a comprehensive disciplinary target management responsibility system based on contract management theory,using a certain grade A tertiary pediatric hospital as the research subject. Methods:A differentiated target management system was constructed,encompassing four dimensions(medical quality and safety,scientific research,education,and patient satisfaction). Longitudinal comparative analysis was conducted to evaluate post-implementation outcomes. Results:Following implementation,the system significantly advanced disciplinary development,with structural optimization in medical quality and safety,enhanced scientific and educational innovation capabilities,and improved patient satisfaction. Conclusion:Differentiated management effectively addressed the limitations of uniform assessment approaches. The dual-track incentive mechanism achieved incentive compatibility,while the monthly-annual evaluation system substantially improved process management efficiency.
