中文摘要: 目的:探索构建新时代公立医院保密工作新模式新路径。方法:以南京市某公立医院为例,基于结构-过程-结果模型,完善保密工作领导小组组织结构,优化制度建设、人员管理、文件管理、防护措施、宣传教育、监督检查等保密工作管理过程。结果:SPO模型实施后,该医院保密工作领导小组42个构成部门覆盖医院所有职能部门、各所属党委和分院区,保密工作制度建设从5项增至15项,取得保密资质证书人员从5人增至14人,保密工作现场检查通过率从74.3%上升到91.4%。结论:实施SPO模型对提升医务人员保密意识、推进保密工作转型升级、推动医院高质量发展具有重要意义,值得在公立医院保密工作领域实施和应用。
Abstract:Objective:To explore the construction of a new model and path for confidentiality work in public hospitals in the new era. Method:Taking a certain public hospital in Nanjing as an example,based on the Structure-Process-Outcome model,improve the organizational structure of the confidentiality work leadership group,optimize the management process of confidentiality work such as system construction,personnel management,document management,protective measures,publicity and education,supervision and inspection. Result:After the implementation of the SPO model,the 42 departments of the confidentiality work leadership group covered all functional departments,affiliated party committees,and branch areas of the hospital. The number of confidentiality work systems increased from 5 to 15,the number of personnel who obtained confidentiality qualification certificates increased from 5 to 14,and the pass rate of confidentiality work on-site inspections increased from 74.3% to 91.4%. Conclusion:The implementation of SPO model is of great significance in enhancing the confidentiality awareness of medical staff,promoting the transformation and upgrading of confidentiality work,and promoting the high-quality development of hospitals. It is worth implementing and applying in the field of confidentiality work in public hospitals.
