Abstract:Objective：To make a comparative analysis of the policy text of DIP paying pilot cities in China，evaluate the content and put forward suggestions for improvement，so as to provide reference for other cities to formulate DIP policies. Methods：DIP-related policy documents of pilot cities were obtained by searching on the government open information platform and submitting to the government in the form of disclosure by application. Content analysis was used to select 5 key variables for statistical analysis from four aspects：application scope，determination of cases with low cost，total budget management，and supervision and management. Results：A total of 23 policy documents were selected from 18 DIP paying pilot cities，and the comparative analysis found that some aspects of DIP pilot city policies in China need to be further improved. Conclusion：Continue to expand the scope of DIP payment；Flexible adjustment of DIP disease classification criteria.Optimize the extraction method of annual regulation fund；Increase the establishment of DIP paid risk reserves；Suggestions are put forward on the mechanism and way of public participation in DIP payment supervision.
