| 目的：构建公立医院高质量发展背景下专科医院科研能力评价体系。方法：基于文献查阅法确定专科医院科研能力评价体系的初始指标；利用德尔菲法，经过两轮专家咨询，确定评价体系的指标；利用多输入加权优序图法确定各指标的权重。结果：建立了包括3个一级指标，10个二级指标，29个三级指标，以及1个拓展指标的专科医院科研能力评价体系。结论：该体系以公立医院高质量发展为导向，多维度、多层次、多方面评价专科医院科研能力。各专科医院可参考该评价指标，结合自身实际情况设置指标的分值，客观评价医院的整体科研能力或者用以对比各学科的科研能力，为发展决策提供依据，从而促进医院高质量发展。 |

| Objective：To construct a scientific research capacity evaluation system for specialized hospitals under the background of high-quality development of public hospitals. Methods：Based on the literature review method，the initial indexes of the scientific research capacity evaluation system of specialized hospitals were determined. Delphi method was used to determine the indexes of the evaluation system through two rounds of expert consultation. The multi-input weighted precedence chart was used to determine the weight of each index. Results：The scientific research capacity evaluation system of specialized hospitals was established，including 3 first-level indexes，10 second-level indexes，29 third-level indexes，and 1 expansion index. Conclusion：Guided by the high-quality development of public hospitals，the system evaluates the scientific research capacity of specialized hospitals from multiple dimensions，levels and aspects.Each specialized hospital can refer to the evaluation index，set the index score according to its own actual situation，objectively evaluate the overall scientific research ability of the hospital or compare the scientific research ability of various disciplines，so as to inform development decisions and promote the high-quality development of the hospital. |
