Abstract:Objective：To construct a scientific research capacity evaluation system for specialized hospitals under the background of high-quality development of public hospitals. Methods：Based on the literature review method，the initial indexes of the scientific research capacity evaluation system of specialized hospitals were determined. Delphi method was used to determine the indexes of the evaluation system through two rounds of expert consultation. The multi-input weighted precedence chart was used to determine the weight of each index. Results：The scientific research capacity evaluation system of specialized hospitals was established，including 3 first-level indexes，10 second-level indexes，29 third-level indexes，and 1 expansion index. Conclusion：Guided by the high-quality development of public hospitals，the system evaluates the scientific research capacity of specialized hospitals from multiple dimensions，levels and aspects.Each specialized hospital can refer to the evaluation index，set the index score according to its own actual situation，objectively evaluate the overall scientific research ability of the hospital or compare the scientific research ability of various disciplines，so as to inform development decisions and promote the high-quality development of the hospital.
