Mental Health Resources Fairness Lorentz Curve Gini Coefficient Theil Index

目的：分析江苏省精神卫生资源配置现状。方法：运用Lorenz曲线、Gini系数和泰尔指数分析来研究江苏省精神卫生资源配置的公平性。结果：截至2020年底，江苏省每10万人口精神科实际开放床位为32.16张，精神科执业（助理）医师、从事精神卫生工作的护士数分别为2.83名和7.07名。按人口分布计算上述三类资源的Gini系数分别为0.10、0.15、0.13，按地理面积分布计算上述三类资源的Gini系数分别为0.23、0.36、0.29。江苏省各类精神卫生资源总泰尔指数范围为0.007 4-0.018 1，地区内差异贡献率为31.45%-91.40%，地区间差异贡献率为8.60%-68.55%。结论：江苏省的精神卫生资源配置是相对公平的，但地理维度的公平性不及人口维度。江苏省13个城市的精神卫生资源配置公平性存在差异。建议政府在规划全省精神卫生事业发展时，统筹兼顾人口和地域分布，充分考虑地域发展差距，以进一步优化全省精神卫生资源配置，合理规划精神卫生事业发展方案。
Objective：To analyze the current situation of mental health resource allocation in Jiangsu province. Methods：Lorenz curve，Gini coefficient and Theil index were used to analyze the fairness of mental health resource allocation in Jiangsu province. Results：By the end of 2020，the actual number of psychiatric beds opened in Jiangsu province for every 100，000 people was 32.16，and the number of practicing（assistant）psychiatrists and nurses engaged in mental health work were 2.83 and 7.07 respectively. The Gini coefficients of the above three types of resources calculated by population distribution are 0.10，0.15 and 0.13 respectively，and the Gini coefficients of the above three types of resources calculated by geographical area distribution are 0.23，0.36 and 0.29 respectively. The total Thale index of various mental health resources in Jiangsuprovince ranges from 0.007 4-0.018 1. The contribution rate of intra regional difference is 31.45%-91.40%，and the contribution rate of inter regional difference is 8.60%-68.55%. Conclusion：The allocation of mental health resources in Jiangsu province is relatively fair，but the fairness of geographical dimension is less than that of population dimension. The fairness of mental health resource allocation in 13 cities in Jiangsu province is different. It is suggested that when planning the development of mental health in the province，the government should give overall consideration to the population and regional distribution，fully consider the regional development gap，further optimize the allocation of mental health resources in the province，and reasonably plan the development plan of mental health.
