中文摘要: 目的:探讨某区属三级甲等综合医院推进国家三级公立医院绩效考核工作的实施措施及成效,为推进现代化医院建设提供参考依据。方法:医院开展绩效考核前期工作,不断完善管理评价体系,持续提升医疗效益与效率,并从“国家公立医院绩效考核管理平台”获取2018年和2019年的国家三级公立医院绩效考核结果,对数据进行整理分析,描述该医院开展国家绩效考核工作以来的“医疗质量、运营效率、持续发展、满意度评价”四个维度的存在问题、实施措施,评价绩效考核的成效。结果:医院2018年和2019年考核得分为744.8分、744.5分,评价均为A等级,排名从180名上升至135名,其中CMI和科研经费总额排名进步较快,CMI从252名上升至177名,科研经费总额从235名上升至129名。结论:区属三甲医院找准定位,紧跟国家政策,从多维度客观、合理调整医院发展方向,保障医疗质量,提高运营效率,同样能提升“国考”成绩,促进医院可持续发展。

Abstract:Objective:Discuss the effectiveness and implementation measures of a certaingrade-A tertiaryhospital in a district in advancing the performance appraisal of the national tertiary public hospitals,and provide a reference for the promotion of the construction of modern hospitals. Methods:In accordance with the spirit of the “Opinions on Strengthening the Performance Appraisal of Three-level Public Hospitals” by the General Office of the State Council,the hospital actively carried out the preliminary work of performance appraisal,continuously improved the management appraisal system,and continuously improved the benefits and efficiency of medical treatment. “Platform” obtains the performance appraisal results of national tertiary public hospitals in 2018 and 2019,organizes and analyzes the data,and describes the four “medical quality,operational efficiency,sustainable development,and satisfaction evaluation” since the hospital launched the national performance appraisal work Dimensional problems,implementation measures,and evaluation of the effectiveness of performance appraisal. Results:There are 26 national monitoring and evaluation indicators with a total of 1 000 points. The weight of the four dimensions of “medical quality,operational efficiency,sustainable development,and satisfaction evaluation” is about 4∶3∶2∶1,and the evaluation level is divided into “C~A++”9 Levels. The evaluation scores of a district-owned certaingrade-A tertiaryhospital in 2018 and 2019 were 744.8 points and 744.5 points,all of which were evaluated as A grades. The ranking rose from 180 to 135. Among them,the ranking of CMI and total scientific research funding improved rapidly.The rankof CMI has risen from 252 to 177,and the total scientific research funding has risen from 235 to 129. Conclusion:Through the analysis of the performance evaluation results of the national tertiary public hospitals,the certaingrade-A tertiaryhospital in a certain district find the correct positioning,closely follow the national policy,and adjust the hospital’s development direction objectively and rationally from multiple dimensions to ensure the quality of medical care and improve operational efficiency. It can also improve the National Examination performance and promote Sustainable development of the hospital.
