中文摘要: 方法：运用内容分析法，借助Nvivo11 Plus软件分析各省市“健康中国”的政策内容。目的：了解各省市在制定健康政策时所侧重的领域，发现现有政策的不足，为之后政策的完善提供借鉴。结果：我国各省市的“健康中国”政策总体上出现结构不平衡问题，其中供给型政策适中，保障型政策过溢，需求型政策偏少。结论：为有效发挥政策间的合力，建议要强化整体政策的均衡性制定、优化政策内部结构等。
Abstract:Method：Using the content analysis method，with the help of Nvivo11 Plus qualitative analysis software，through the content analysis of the “Healthy China” of various provinces and cities. Objective：We can understand the areas that provinces and cities focus on when formulating health policies，and find the shortcomings of existing policies. Improve and provide reference. Result：The results show that the “healthy China” policies of various provinces and cities in China have overall structural imbalances，in which the supply-based policies are moderate，the guarantee-based policies are overwhelming，and the demand-based policies are too few. Conclusion：In order to effectively exert the joint force between the policies，this article proposes to strengthen the balanced formulation of the overall policy and optimize the internal structure of the policy.
