目的：优化“互联网+护理服务”政策，为破解医疗护理资源短缺、护理服务缺乏针对性等问题提供对策建议。方法：利用“三圈理论”从价值、能力和支持三个角度对政策实施过程中的成效和问题进行探索与分析。结果：当前政策虽提高了护理服务质量、避免了医疗资源的不必要浪费，但存在城乡公平性价值不突出、财政投入不明确、互联网平台不完善等问题。结论：为最大程度地发挥政策效果，进一步优化政策公平性价值导向，拓展人、财、物等资源投入能力，扩大互联网平台等利益相关者可谓势在必行。
Objective：To optimize the policy of “Internet+nursing service” and provide countermeasures and Suggestions to solve the problems of shortage of medical care resources and lack of pertinence of nursing service. Methods：The “three circles theory” was used to explore and analyze the effects and problems in the process of policy implementation from the perspectives of value，ability and support. Results：Although the current policies have improved the quality of nursing services and avoided unnecessary waste of medical resources，there are still some problems，such as the value of fairness in urban and rural areas is not prominent，unclear financial investment and imperfect Internet platform. Conclusion：In order to give full play to the policy effect to the greatest extent，it is imperative to further optimize the policy equity value orientation，expand the resource investment capacity of people，finance，material and other resources，and expand the support of stakeholders such as Internet platform.
