Abstract:Objective：To optimize the policy of “Internet+nursing service” and provide countermeasures and Suggestions to solve the problems of shortage of medical care resources and lack of pertinence of nursing service. Methods：The “three circles theory” was used to explore and analyze the effects and problems in the process of policy implementation from the perspectives of value，ability and support. Results：Although the current policies have improved the quality of nursing services and avoided unnecessary waste of medical resources，there are still some problems，such as the value of fairness in urban and rural areas is not prominent，unclear financial investment and imperfect Internet platform. Conclusion：In order to give full play to the policy effect to the greatest extent，it is imperative to further optimize the policy equity value orientation，expand the resource investment capacity of people，finance，material and other resources，and expand the support of stakeholders such as Internet platform.
