中文摘要: 目的:分析乡村医生薪酬激励中存在的问题,完善江苏省乡村医生薪酬激励方式,提升农村基本医疗卫生服务供给水平。方法:通过查阅文献了解江苏省乡村医生总体发展现状以及待遇保障相关政策供给,结合实地调研分析苏南地区乡村医生薪酬激励存在问题。结果:地区差异明显,薪酬结构分布不合理;村镇管理分离,乡村医生发展受限;绩效考核未充分落实,绩效激励效果不明显;养老水平有差距,养老保障待提升等问题。结论:明确标准,提高乡村医生待遇保障;统一管理,实现村镇医疗卫生机构人员一体化发展;强化考核,激活乡村医生工作积极性;完善保障,解决乡村医生养老后顾之忧。
Abstract:Objective:To analyze the problems existing in rural doctors’ salary incentives,improve the salary incentives of rural doctors in Jiangsu Province,and improve the supply of basic medical and health services in rural areas. Methods:Through reviewing the literature to understand the overall development status of rural doctors in Jiangsu Province and the relevant policy supply of treatment guarantee,combined with field research to analyze the problems of rural doctors’salary incentives in southern Jiangsu. Results:There are obvious regional differences and unreasonable salary structure distribution. Village and town management are separated,and the development of rural doctors is limited. Performance appraisal is not fully implemented,and the effect of performance incentives is not obvious. There is a gap in the level of pension,and the pension security needs to be improved. Conclusion:Clarify standards and improve the benefits of rural doctors. Unified management to achieve the integrated development of village and town medical and health institutions.Strengthen assessment and fully activate the enthusiasm of rural doctors.Improve guarantee to solve the worries of rural doctors.
