目的:研究江苏市域卫生健康事业发展水平上的差异,为省内区域间卫生健康事业发展工作提供决策参考。方法:应用江苏省制定的健康高质量发展监测指标体系,获得相关指标数据,并运用秩和比法对卫生健康高质量发展水平进行综合评价。结果:按秩和比法,省内13地市健康高质量发展水平可分为三个层次:C1、C2、C4地市卫生健康高质量发展水平较高,为第一档;C3、C5、C6、C8、C9、C10、C11、C12地市卫生健康高质量发展水平中等,为第二档;C7、C13地区卫生健康高质量发展水平相对较低,为第三档。RSR回归方程RSR=-0.157+0.135Probit,R=0.976,分档结果的方差分析(F=19.524,P < 0.001)提示各档之间存在差异性,分档合理。结论:江苏省卫生健康高质量发展尚处于起步阶段,各地市发展不均衡,医疗卫生资源配置不均,健康促进水平不一,健康投入水平不一。政府及卫生健康部门应做好健康发展合理规划,优化资源配置,落实健康教育和健康管理,进一步优化健康投入结构。
Objective:To explore the cause development difference among different areas in Jiangsu,and to offer research basis to further work in cause development of health in different districts in Jiangsu. Methods:Indicator system on cause development of health was built andrelated indicators were collected. RSR was applied to analyze comprehensively the development of health of the 13 provincial cities. Result:The 13 provincial cities were divided into 3 levels:the C1,C2,C4districts‘s the high-quality development were relatively high,C3,C5,C6,C8,C9,C10,C11,C12districts were moderate,C7,C13 districtswere comparatively low,regression equation:RSR=-0.157+0.135Probit,R=0.976. The analysis of variance(P=19.524,P < 0.001)showed that there were differences among different levels and the RSRdistinguishwere reasonable. Conclusion:The high-Quality development of health is still in its infancy in Jiangsu,and encounters an unbalanced situation due to uneven allocation of medical and health resources,different quality of health promotion and health input between cities. It is suggested that the governments and health departments should draw upreasonable health development plans,further optimize the allocation of health resources and,attach importance to people’s health education and health management,optimize the health investment structure in further.
