Abstract:Objective：To investigate the impact of community hospital related policy innovations on the health service capabilities of primary medical institutions to provide a basis for horizontal expansion of the city’s community hospital trials. Method：This article collects the first batch of 18 community hospitals in Jiangsu Province to create a questionnaire to carry out statistical description and statistical analysis on the financial policy-related indicators，medical reform policy-related indicators，human resources-related policy indicators and performance policy-related indicators of 18 community hospitals. Results：The results of fiscal policy-related indicators showed that the government has increased financial investment in primary medical institutions through community hospital policy innovation. The relevant indicators of the health care reform policy indicated that through the development of community hospital policy innovation，the infrastructure construction and medical equipment provision of primary medical institutions have been strengthened；the supply of medical services at primary medical institutions has gradually increased，the quality of medical services has steadily improved，and the diagnosis and treatment of common and frequently-occurring diseases in outpatient clinics ability has been continuously improved；the setting of clinical and medical technology departments has gradually been improved，and the characteristics of basic department departments have been recognized. Human resources-related policy indicators showed that through the development of community hospital policy innovation，the total number of grassroots health personnel has increased，the structure has been optimized，and the size of GP personnel has continued to expand. The performance policy related indicators showed that，through the development of community hospital policy innovation，the compensation of key talents at the grassroots level has been improved，and the enthusiasm of grassroots medical staff has been fully mobilized. Conclusion：Through the pilot construction of community hospitals，the basic-level medical and health service system was improved，the basic-level medical and health service capabilities and health service levels were improved，and more talents，technology，financial resources，and security policies were preferencedat the basic level. On the basis of summing up experience，continue to intensify the innovation and promotion of relevant policies for community hospitals，actively create a development environment conducive to the construction of community hospitals，and expand the pilot area of community hospitals in the city.
