Abstract:Objective：To evaluate the operational efficiency and its influencing factors of county-level public general hospitals in Inner Mongolia，and to provide suggestion for the development decision-making in county-level public hospitals. Methods：The data envelopment analysis（DEA）was used to evaluate the operational efficiency of 108 county-level public general hospitals in Inner Mongolia，and the influencing factors were analyzed by Tobit. Results：Among the 108 county-level public general hospitals，the general technical efficiency，19，35 and 22 hospitals showed effective DEA in pure technical efficiency and scale efficiency，and 56 hospitals were in a state of diminishing returns. The main influencing factors of operational efficiency Were the number of health technicians，the average number of open beds，the proportion of medical insurance income，and the average number of employees in the emergency department. Conclusions：The operating efficiency of county-level public hospitals in Inner Mongolia is at a relatively low level，which still needs to be further improved. Reasonable control of the scale of county-level public hospitals，focusing on the construction of health personnel；reasonable arrangement of the workload of medical staff，focusing on comprehensive development could help to improve the operational efficiency.
