中文摘要: 目的：分析南京医科大学附属南京妇幼保健院作为三级专科医院可能面临的各项风险，并进一步完善应急管理体系。方法：通过凯撒模型的风险评估矩阵，对医院潜在的风险进行鉴定和识别，评估风险大小并进行排序，确认其中的关键点。结果：经计算分析，前五大风险事件是：暴力性医患纠纷、信息系统故障、医疗差错、电梯意外、内部火灾，明确该院卫生应急管理工作的要点。结论：正确认识凯撒模型和应急预案之间的关系，全面提高基于灾害脆弱性分析结果的应急处理措施，并与管理手段相结合，全面提高医院的应急水平。
Abstract:Objective：To analyze the disaster vulnerability of Nanjing Maternal and Child Health Hospital，and to further perfect the emergency management system. Methods：The risk assessment matrix of Kaiser model was used to identify the potential hazards of the hospital. The key point of the hazards was determined. Results：The five major risk events were：violent medical dispute，information system paralysis，medical error，elevator accident and internal fire. Conclusions：The relationship between the Kaiser model and the emergency plan is correctly understood，and the disaster is fragile. Based on Kaiser model，vulnerability analysis is carried out in all departments of the hospital，which improves the ability of emergency management of the hospital in an all-round way.
