中文摘要: 目的:在新医改背景下,构建体现公平性的新型行政后勤二级单元绩效评价与分配体系。方法:引入以资源投入为基础的相对价值比率绩效体系,建立医院内部岗位相对价值比较机制,实现医疗、护理、医技、行政后勤分开考核,独立设置行政后勤单元绩效分配方案,抽取绩效改革前、后行政后勤二级单元同期月均绩效进行比较。结果:新绩效分配方案实施后,绩效分配向工作量大、技术强的个人倾斜。结论:基于RBRVS以工作量为基础的行政后勤二级单元绩效分配方案,能够体现后勤工作的数量、质量,可以充分调动后勤人员积极性,并作为行政后勤二级单元绩效分配的依据。
Abstract:Objective:Under the background of new medical reform,to construct a new performance evaluation and allocation system for administrative and logistical units reflecting fairness. Methods:A performance appraisal and allocation office was established. Through introducing a relative value ratio performance plan based on resource inputs,a relative value comparison mechanism of the internal jobs of the hospital was established to achieve separate assessment of medical care,nursing,medical technology and administration. The performance allocation plan of the administrative and logistical units was set up independently,and the monthly average performance of the administrative and logistical units as the evaluation index,was compared before and after the implementation of the performance reform. Results:After the implementation of the new performance allocation plan,the performance allocation was inclined to the medical technology unit with large workload,or with technical difficulty. Conclusions:The workload-based administrative and logistical units performance allocation plan can reflect the quantity,difficulty of administrative and logistical work,and mobilize the enthusiasm of the administrative and logistical staffs,and it can serve as the basis for the distribution of administrative and logistical unit performance.
