Abstract:Objectives：To build a set of scientific，referential and operable evaluation system for public hospitals. Methods：This paper studies the theory of evaluation system for public hospital from home and abroad with documentary method. Besides，it does the questionnaire survey for patients and medical staff，from which gets the Delphi initial questionnaire.The study operates two rounds of filtering with Delphi methods and assign weight for indicators with AHP. Results：This paper builds an evaluation system for public hospital composed of 3 first- degree indicatorsincluding social benefit，quality safety（QS）and benefit andefficiency，as well as 13 second-degree indicators and 72 third-degree indicators. Conclusions：The evaluation system which is led by publicwelfare of public hospital and pays special attention to the quality of medical treatment，can have some certain reference to the evaluation for public hospital.
