目的:建立公立医院科学有效的绩效考核与分配制度,体现多劳多得、优劳优得的绩效分配模式,形成对科室及员工的有效激励和约束,营造良好的竞争环境。方法:将关键绩效指标法、平衡计分卡等管理工具引入公立医院内部绩效考核中,研究出一套易于推广的科学的公立医院内部绩效分配制度。结果:新的分配方案强调工作量考核与科室成本核算相结合,兼顾效率与公平,取得了很好的经济效益与社会效益。结论:关键绩效指标法等管理方法的应用有效提高了绩效考核的效率和效益。
Objective:To establish scientific and effective performance assessment and distribution system of public hospital,form an effective incentive and restraint for departments and employees,and create a good environment for competition. Methods:Introduce management tools such as the key performance index method and the balanced scorecard to internal performance assessment of public hospital,to develop a set of scientific internal performance distribution system of public hospital which is easy to promote. Results:The new distribution plan emphasizes the combination of workload assessment and department cost accounting,giving attention to efficiency and fairness,and achieves good economic and social benefits. Conclusion:The application of key performance index method and other management tool methods has effectively improved the efficiency and benefit of performance assessment.
