中文摘要: 目的：探索建立扬州经济技术开发区打击非法行医的长效管理机制。方法：根据多年来对医疗市场的监督实践和打击非法行医工作经验，探索建立“3+2+1”的“打非”新模式。结果：新模式下，检察、公安、卫生三部门协作配合，充分发挥卫生计生监督协管网和公安社区警务网两个网络的前哨作用，使得打非工作规范、高效运行。结论：“3+2+1”“打非”新模式充分发挥了检察部门的法律监督作用，重点抓住了卫生、公安两个关键部门，有效适应了新形势、新常态下打非工作的需要。
Abstract:To explore and establish a long-term management system against illegal medical practice in Yangzhou Economic & Technological Development Zone. Method: To establish the new model of “3+2+1” according to the supervision practice of the medical market and the experience of combating illegal medical practice in the Yangzhou Economic & Technological Development Zone， three departments of Procuratorial Organs，Public Security and National Health and Family Planning Commission work together to give full play to the sentinel role of Health and Family Planning Supervision Association Network and Police Network of Public Security，to ensure the standardization and efficient operation of relative work. Conslusion: the New Model of “3+2+1” gives full play to legal supervision function of procuratorial department， focuses on the two key departments of Health， Public Security， effectively adapts to the needs of work against illegal medical practice under new situation， the new normal.
