| 目的：从区域化防治的角度，探讨开展听力缺陷防治的策略措施以及政府、医疗机构在其中所担负的主体责任。方法：分析开展听力缺陷防治的意义，面临的形势，以及防治中存在的问题和不足，并针对性地提出对策建议。结果：构建覆盖城乡的群防共治体系，能够全面提升听力缺陷防治成效。结论：明确听力缺陷防治主体责任，建立以政府为主体，以区域内卫生资源为支撑，统筹、协调一致的区域化防治策略，有利于提高听力缺陷防治效果，能够更好地促进健康中国建设。 |

| Abstract: |
| Objective：To discuss the strategies and measures of prevention and treatment of hearing impairment and the main responsibilities of government and medical institutions from the perspective of regional prevention and treatment. Methods：The significance，situation，problems and shortcomings of the prevention and treatment of hearing defects were analyzed，and countermeasures and suggestions were put forward. Results：The establishment of a joint prevention and treatment system covering urban and rural areas could comprehensively improve the effectiveness of the prevention and treatment of hearing defects. Conclusions：clarifying the main responsibility of prevention and treatment of hearing impairment，and establishing a regional prevention and treatment strategy with the government as the main body and regional health resources as the support，are conducive to improve the prevention and treatment effect of hearing impairment，and can better promote the construction of healthy China. |
