| 目的：探讨公立医院外科科室主动适应新医改的精细化管理策略，解决新医改带来的科室发展难题。方法：科室在医疗质量、科室运营、科研教学等方面采取一系列创新性管理措施。结果：通过两年同期对比，科室医疗质量、运营效率、病种结构、重点手术、科研教学等各方面均取得了显著进步。结论：科室采取的精细化管理措施能提高科室的综合实力，为新医改背景下公立医院外科科室的发展提供了借鉴及思路。 |

| Objective：This paper is to explore the elaborate management strategies that the surgical departments in public hospital actively adapt to the new medical reform and to solve the surgery development problems brought by the new medical reform. Methods：The department adopted a series of innovative management measures in medical quality，operation and scientific research. Results：Remarkable progress was made in medical quality，operation efficiency，disease structure，key operation and scientific research through two years of contemporarycomparison. Conclusion：The elaborate management measures taken by the department could improve the comprehensive strengthof the department. It alsoprovides references and ideas for the developmentof surgical departments in public hospitals under the new medical reform. |
